Claim: A video posted by Twitter user @OryaMaqboolJan shows a man shouting at the caretaker Director General of Information and Public Relations (DGIPR) of Khyber Pakhtunkhwa (KPK) province and claims that he is a government officer who lost his temper and said that the caretaker minister is overstepping his constitutional limits by holding this press conference.
Fact: The video is real, but the claim is false. The man in the video is not a government officer but a journalist named Shamim Shahid from Peshawar. He was recording his protest at the appointment of the new DGIPR in the information ministry of KPK.
A video posted by Orya Maqbool Jan on 28 April 2023 claims to show a government officer shouting at the information minister of Khyber Pakhtunkhwa (KPK) province during a press conference. The tweet says: [Translation] “An officer of the Information Ministry in Khyber Pakhtunkhwa stopped the caretaker Information Minister from the press conference and said that you are overstepping your constitutional limits. If the entire bureaucracy of Pakistan starts following the constitution and law, the politicians will be on the right track in a few hours.”
Fact or Fiction?
Google Reverse Image Search revealed that the man in the video is actually Shamim Shahid, president of the Peshawar Press Club.
Through a Google search, we found a video clip of the same press conference as that in the video shared by Orya Maqbool Jan, being covered live by local journalist Fida Adeel for Daily Maidan. After the press conference, it can be seen that journalist Shamim Shahid explained his reaction. He clarifies that the DG’s post has been vacant in the Ministry of Information since January 2023, and he is protesting the appointment of the new DG, which was done externally rather than promoting the most senior officer to the post of the DG, as it should have been done. In the same video, another journalist explained the scuffle as an observer and said that the former president of the Peshawar Press Club Shamim Shahid raised questions regarding the legitimacy of the appointment of the new DGIPR.
